Equality Diversity and Inclusion for the Greater Manchester Good Employment Charter
An evaluation of the Greater Manchester Good Employment Charter with Greater Manchester Combined Authority (GMCA).
The IGN is proud to have supported this report by the Centre for Decent Work and Productivity on Equality Diversity and Inclusion (EDI) within the Greater Manchester Good Employment Charter, as part of its support offer to members. The provision of Good Work for all is essential to inclusive growth. This report marks a practical step in setting out recommendations for building and sustaining an inclusive culture of shared learning that can be applied both within GM and across other localities to enable wider shared good practice.
This report is the culmination of a three-year project examining the impact of the Manchester Good Employment Charter on participating organisations. EDI is recognised as vital for creating positive workplace cultures and staff recruitment, retention and attrition, contributing to organisational success. Despite this, it isn’t always clear to employers how best to embed good practice. Through a multi-stakeholder lens, this research explores key challenges and opportunities, setting out key recommendations for how charter initiatives can support employers to foster inclusive workplace cultures.
Key findings
By reviewing participant reflections about good work, the research highlighted the value of focusing on the following key charter characteristics when seeking to advance the EDI agenda to support more inclusive workplace cultures. These centered around the following:
- Secure Work: Importance of inclusive language and providing training for all staff.
- Flexible Work: Need for fairness in flexible working arrangements and balancing business needs.
- Pay: Ensuring fair pay and progression opportunities, supporting employee financial wellbeing.
- Engagement and Voice: Creating a culture of trust and belonging, involving employees in EDI issues.
- Recruitment: Addressing biases in recruitment processes and promoting values-based recruitment.
- People Management: Training managers in EDI, promoting allyship, and ensuring compassionate leadership.
- Health and Wellbeing: Providing support for long-term health issues and creating a culture of care.
Recommendations
Based on multi-stakeholder engagement, including employees, the following recommendations have been put forward for how GM and other authorities can support good EDI practice through their charter initiatives:
- Support and Shared Learning: Position the charter as a convenor, bringing together expert support and creating networks for shared learning amongst members.
- Measurement and Metrics: Develop tools to measure the impact of EDI initiatives and employee experiences.
- Skill and Resource Gaps: Address gaps in EDI skills and resources through targeted activities for employers.
- Repository of Best Practice: Build a repository of EDI challenges and opportunities across charter characteristics.
Whilst the report acknowledges the challenges faced within the complex landscape of EDI, the findings suggest that employment charters are uniquely placed to offer organisations ongoing support and foster a genuine and longstanding commitment to listening to others and creating time and space for shared learning. Employment charters are an essential driver of inclusive growth, and by unifying EDI principles with that of the greater Manchester Employment Charter, this report allows us to take the next steps to ensure everyone has access to good work, in turn supporting productivity.
